Survey
Method The 1998 High Tech Business Survey involved a mail survey to Hawaii firms and organizations followed by attempted telephone contact with those not returning the mail questionnaire. HTDC was responsible for the printing, postage, and handling of the mail survey to prospective high technology organizations. Mattson Sunderland Research conducted the follow-up telephone survey with those not responding to the mailing. A copy of the mail-out

Hawaii-based high technology firms and organizations prepared and provided
by HTDC, two additional samples were included in the 1998 High Tech
Business Survey:
The mail survey
questionnaire was sent out in December 1998. In March 1999 a postcard was
sent to organizations which had not responded, notifying them that they
would be contacted in a telephone survey. The telephone survey was
conducted in March and April 1999 from Mattson Sunderland Research’s
professional calling center. In order to maximize survey response, the
callback procedure specified that at least six attempts be made to reach
each organization in the telephone sample. The initial survey
samples and the total number of firms and organizations from each
responding to the survey (including mail, fax, and telephone interview)
are shown in Table A, along with the response rates from each sample and
the overall response rate. A total of 47 percent of all high technology
organizations in the HTDC sample responded to the survey; 39 percent of
firms in the DBEDT sample responded; and 26 percent of the companies and
organizations from the phone book Yellow Pages responded. Overall, 38
percent of firms and organizations answered the survey. [1] Numbers are for the samples after elimination of duplicates and those without valid Hawaii address and phone information. [2] Although some specifically high technology businesses may be included among them, the energy and engineering firms in the DBEDT sample are primarily of interest to DBEDT, and the survey data are being provided to them.
