Mission Statement
The continuing mission of HCATT is to energize the transportation technologies industry in Hawaii to support military and commercial applications and improve economic competitiveness. Included in this mission are the following goals:

  • Develop and demonstrate zero emission and low emission electric drive technologies to meet military and commercial needs,
  • Establish infrastructure to support zero emission vehicle operations,
  • Create business opportunities to attract vehicle technology companies to the State of Hawaii, and
  • Secure new funding sources to expand the scope of operations in Hawaii.

HCATT is a project of the High Technology Development Corporation (HTDC), an agency of the State of Hawaii.

Formerly known as the Hawaii Electric Vehicle Demonstration Project, the Hawaii Center for Advanced Transportation Technologies (HCATT) was established in 1993 to represent the Hawaii Consortium in the Defense Department’s Electric and Hybrid Vehicle (EHV) Technology Program, sponsored by the Defense Advanced Research Projects Agency (DARPA).

Through a cooperative effort with the Hawaiian Electric Company (HECO), HTDC initiated the HCATT consortium to develop an electric vehicle (EV) industry in Hawaii. HCATT generated partnerships involving private corporations, non-profit organizations, federal agencies and state agencies. An EV conversion, maintenance, and service center was created which includes an advanced battery testing facility. Initial activities provided demonstrations of various types and sizes of electric vehicles to showcase newly developed technology and educate the public. The DARPA EHV Program spawned the Advanced Vehicle Technologies Program (AVP), a public-private partnership to create cleaner, quieter, and more fuel-efficient vehicles. AVP is sponsored by the U.S. Department of Transportation and HCATT continued to participate as one of seven quasi-regional consortia under the AVP. These programs have more recently evolved to a focus on the development of electric drive systems, advanced energy storage systems, charging infrastructure, fuel cell vehicles, and hydrogen infrastructure. HCATT is currently funded through the Air Force Advanced Power Technology Office and conducts vehicle and infrastructure technology demonstrations and evaluations at Hickam Air Force Base.
