Serving as the catalyst for EV advances in Hawai’i
The Hawai’i Electric Vehicle Demonstration Project (HEVDP) was established in 1993 to represent the Hawai’i Consortium in the Defense Department’s Electric and Hybrid Vehicle (EHV) Technology Program, sponsored by the Defense Advanced Research Projects Agency (DARPA).

Through a cooperative effort with the Hawaiian Electric Company (HECO), HTDC initiated the HEVDP consortium to develop an EV industry in Hawai’i. HEVDP generated partnerships involving private corporations, non-profit organizations, federal agencies and state agencies. An EV conversion, maintenance, and service center was created which includes an advanced battery testing facility. Initial activities provided demonstrations of various types and sizes of electric vehicles to showcase newly developed technology and educate the public. These activities have more recently evolved to a focus on the development of electric drive systems, advanced energy storage systems, and charging infrastructure. In addition, HEVDP operates the Electric and Hybrid Vehicle National Data Center at the University of Hawai’i which collects vehicle operating data, generates performance reports, and provides vehicle and component simulation capability. The DARPA EHV Program spawned the Advanced Vehicle Technologies Program (AVP), a public-private partnership to create cleaner, quieter, and more fuel-efficient vehicles. AVP is sponsored by the U.S. Department of Transportation and HEVDP continues to participate as one of seven quasi-regional consortia under the AVP.


Mission Statement
The continuing mission of HEVDP is to energize the transportation technologies industry in Hawai’i, thereby creating high quality jobs and improving economic competitiveness. Included in this mission are the following tasks:
• Maximize the number of commercial and military electric vehicles on State roads
• Broaden the range of electric vehicles types and sizes to fit an increasing array of applications
• Develop an electric vehicle infrastructure such as electric vehicle service centers and charging facilities
• Advance the development of EV technology to meet military and commercial needs
